**** Distinguished Commissioners,As the Internet of things and cloud computing continue to evolve, high speed internet access is becoming a basic need for many Canadians and an indispensable service for many individuals and small businesses.The lack of high speed internet access in rural areas hinders the development of these communities. In Telecom Regulatory Policy 2011-291, the Commission does not recognize the need to subsidize high speed Internet but as a minimum, the Commission should consider creating a National fund that could lend money to communities wishing to invest in broadband access for their citizens. This could become a catalys that would accelerate the deployment of high speed Internet to all Canadians.Sincerely,Claude **** Eng.
