Concerning CRTC objectives:- rendering reliable and affordable telecommunications services of high quality accessible to Canadians in both urban and rural areas in all regions of Canada; and- responding to the economic and social requirements of users of telecommunications services.Specifically: public exterior pay telephones------------------------------------------------An experience this week (Feb. 2, 2016, between 11:30AM & 12:30PM) caused me to reflect on the state of Bell Canada's pay telephones. First, the experience, second, the reflection.I failed to use 3 Bell Canada exterior pay telephones within a 250m radius for 3 different reasons.1) situation: boul. ****-Lévesque and boul. ****-Bourassa, Montréal, Québec, near NE corner reason: telephone totally dead and decrepit2) situation: boul. ****-Lévesque and boul. ****-Bourassa, Montréal, Québec, near SW corner reason: telephone having no sound and apparently no earphone3) situation: **** Square, Montréal, Québec, **** side reason: telephone not accepting cash. Message displayed "monnaie coincé"Reflections:-------------Bell Canada has presented statistics about numbers and usage of pay telephones to justify abolishing them. When claiming that these phones are not used or under-used, Bell does not prove that these phones have been physically usable for the entire periods. Visual evidence is that pay telephones have been physically not maintained for long times. Reasonably, this indicates deliberation.The case (no. 3) where the pay telephone was not accepting cash may have several hypothetical causes.- Bell does not maintain the telephone- Bell does not want to handle cash (demonstrated many years ago with bill payment) and allows the apparatus to fill up.- Bell is trying to force users to use cards because it charges more per transaction for cards.In all cases, my failures were due to lack of diligent maintenance by Bell that is reasonably deliberate, because such behaviour is coherent with their objective to abolish pay telephones that are unprofitable.I do not own/rent a mobile phone as I usually do not need or want one.
