RE: Submission to CRTC re: Notice of a notice of consultation to examine its policiesregarding basic telecommunications services in Canada including affordability, level ofsen/ice and whether areas are underserved or without semceIt is the understanding of the Columbia Shuswap Regional District Board that that theCanadian Radio-television and Telecommunications Commission (CRTC) has issued anotice of consultation to examine its policies regarding basic telecommunicationsservices in Canada including affordability, level of service and whether areas areunderserved or without service.

At a recent meeting of the Columbia Shuswap Regional District, the Board adopted thefollowing resolution:

"THAT the Board send a submission to the Canadian Radio-television andTelecommunications Commission (CRTC) as part of its review to request that the CRTChave policies that will help improve access, affordability and level of service for ruralresidents, inasmuch as when service area(s) are proposed, particularly in rural, lesspopulated areas, all properties located outside/in proximity to a particular proposedservice area be afforded an opportunity to be provided with quality internet service at anaffordable price, given that the internet is now an essential service;

AND FURTHER THAT the Union of British Columbia Municipalities (UBCM) be providedwith a copy of the submission prior to **** 30th, 2015."ELECTORAL AREAS

In order to provide some context in relation to the motion that was adopted, Boardmembers made the following comments:

• There are inequities that are faced by rural property owners in being providedwith affordable, quality internet service;

• Connectivity to high-speed, affordable internet service is essential from aneconomic development perspective;

• Larger telecommunications firms pick and choose properties for service based onthe telecommunication firm's business case;

• There are many rural properties that have no, or limited, internet service;

• There are instances where a large telecommunications firm has proposed aservice area within British Columbia, but it is not willing to include a propertyimmediately outside the proposed area.

Our Board respectfully requests your favourable consideration of this submission.

Attached is a letter from the Columbia Shuswap Regional District Board dated **** 29, 2015, the letter includes a resolution adopted by the Board on **** 18, 2015 requesting that the CRTC establish policies that will help improve access, affordability and level of service for rural residents, inasmuch as when service area(s) are proposed, particularly in rural, less populated areas, all properties located outside/in proximity to a particular proposed service area be afforded an opportunity to be provided with quality internet service at an affordable price, given that the internet is now an essential service.
