In 2015, setting a download minimum of 5mbps is extremely shortsighted. This minimum will have to stand for at least 5 years, if not more before it is revisited. 5mbps is barely adequate now. In 5 years it will be woefully inadequate. We are already seeing gigabit speeds being rolled out in many areas today. Saddling many with such a low minimum is just inviting the ISPs to sit on their hands and do nothing! Also, as we move to more cloud-based computing, upload is becoming every bit as important as download. I say set the minimum at 20mbps, down AND up, and with NO monthly data caps! The ISPs can do it. It will just cut into their already obscene profits.
