Rural businesses and residences are being treated as second-class entities by the Canadian telecommunications sector. I needn't remind anyone that farmers feed everyone and that agriculture today is an information-intensive business and has as much if not more need to be connected at high-speed to the internet at a reasonable cost (i.e. no more than urban - if anything, revenues from urban services should subsidize rural access). The question (asked in the survey) is who should be responsible for rolling out high-speed networks in rural areas? Strictly private sector interests based on market analysis will never, ever invest in these systems therefore for the economic and social wellbeing of Canada, public investments to fund network infrastructure in rural areas should be seen for what it is - a clear and obvious public good for the country.
